Kenyan deputy president Ruto facing charges

Kenya's Deputy President William Ruto is the first serving official to appear before the International Criminal Court.where as expected he pleaded not guilty.

Why is it that people like Robert Mugabe, Kim Jong Un and Bashar Al Assad have no arrest warrants out for them? Is the ICC only for some and not others?
